党的十六届三中全会提出了科学发展观 ,科学发展观从根本上说着眼于人 ,着眼于人的全面发展。人是科学发展观的活动主体 ,也是科学发展观的最宝贵的资源和核心动力 ,人的多层次需要的满足 ,人的整体素质的提高 ,人的全面发展 。

The Third Plenary Session of the 16th Party Central Committee of the Party has put forward the scientific development view. Scientific development view focuses on people and development of people in an all-round way fundamentally. People, the subject of all the activities, are the most valuable resource and the key motive force. The satisfaction of people’s need at many levels, the advance of people's whole quality, and the development of people in an all-round way lead to the basic value orientation of the scientific development view.
