人民代表大会制度，是以毛泽东为首的中国共产党人运用马列主义国家学说，结合中国的实际，经过长期革命与建设的实践创造和发展起来的，1954年被正式确立为我国的政权组织形式，即“政体”。毛泽东关于“政体”建设的一系列理论论述及其亲身实践，凝聚着中国共产党人开拓进取、革命为民．与时俱进、执政为民，始终代表最广大人民根本利益的时代精神，为我国政权组织形式的确立与发展奠定了坚实基础，做出了巨大贡献。实践证明，人民代表大会制度作为我国的“政体”形式符合中国的国情、民情，是实践“三个代表”重要思想最好的政权组织形式。

The People's Congress Institution is created and developed by Mao Zedong and his comrade- in- arms under the direct guidance of Marxist - Leninist state power theory according to Chinese actual situation during the long period of revolutionary and building practice.
