On Administering a City under the Rule of Law

依法治市,营造一方平安和繁荣的环境,是"依法治国"的重要组成部分。文章阐述了营造规范的法制环境、建立"责任政府"和"诚信政府"的重要性,对维护司法公正、杜绝司法腐败、防止司法权力的滥用和扩大、完善制约机制进行了分析,提出了提高政府依法行政能力的若干建议。

The author elaborates the necessity of creating a legal environment and the importance of building 'responsible and faithful government'. The following problems have been discussed in the paper: upholding judicial justice,eradicating judicial corruption and avoiding the misuse of judicial powers.Some proposals on improving administrative ability under the rule of law have been also put forward in the paper.
