Issues in research methods concerning technology views in China

在新中国技术观的形成过程中,权力的集中使政治精英拥有权力话语;学术研究的不充分使学术共同体在论证、诠释、放大精英技术观的层面上发挥着社会作用;而公众对政治既敏感又不积极参与的态度及其科学素质的低下,使其在国家技术观形成过程中的影响十分微弱。由于中国技术观自上而下的形成过程,在新中国技术观的研究中,精英途径居核心位置。

In the formation of technology views in the time of People's Republic of China, the centralization of power enabled those who had the political power have the final says. Academic community only played a social role in aspects of providing evidence, providing interpretation and publicizing the views of those political powers, rather than producing great influence on the formation of the technology views. The influence from the public upon the technology views was even weaker, due to their over-sensitiveness and inactiveness to politics and less knowledge about science. Therefore, it might be concluded that in the study of formation of Chinese technology views, the focus should be the on the top-bottom process starting from the political powers.
