大中型灌区可持续发展评价方法研究

Study on the Appraisal Method for Sustainable Developmentof Large-Medium Sized Irrigation District

针对河南省典型大中型灌区,对灌区运行中的问题进行专家论证,结合区域持续发展评价理论提出灌区可持续发展评价指标体系,运用层次分析、德尔菲法建立评价模型并提出一种操作性较强的评价方法及其评价标准"三级评价值法"。使用该模型对河南省典型灌区进行了评价,取得了合理和较为满意的结果。

In the paper, on the basis of the experts' opinions on problems in the operation of typical large-medium sized irrigation districts in Henan, the appraisal index system for irrigation district sustainable development is put forward with regional sustainable development appraisal theory, an appraisal model is set up based on stratification analysis and Delphee method, and a practical appraisal method and its standard——three-grade appraisal value method is introduced. The said model is used in appraisal of the typical irrigation districts in Henan and the results are satisfactory.
