上世纪七八十年代 ,我国行政改革在对行政效率的追求中遇到了一系列的困境 ,而摆脱这一困境的突破恰恰是着眼于行政外部效率 ,即政府职能的转变 ,通过政府职能的转变 ,而达到提高行政效率是我国行政改革的基本经验。

s of the last century had witnessed administration reform in our country encountering a series of predicament in its pursuit of the target of efficiency. The way to get away from the predicament is to deal with the external administrative efficiency. i.e, transforming the governmental function. It is our basic experience to enhance administrative efficiency through transforming the governmental function.
