论图书馆政策的内涵、类型与结构

On the Connotation, Types and Framework of Library Policy

图书馆政策是国家机关、党(团、工会)组织、图书馆、国内外图书馆行业组织及其相关组织,为调控和引导图书馆系统的运行和发展,按照一定的程序所制定的不属于法的范畴的行为规范、准则或行动计划。根据其制定主体、影响范围、客体、目标等属性差异,可将图书馆政策划分为多种类型。不同类型的图书馆政策可形成不同的结构,如塔形、链形、圈层、网状、矩阵和群落结构。然而,合理的图书馆政策结构起码应具备三个要件,即有序化、分级控制与严格的组合秩序。

Library policy is a behavior criterion, guideline or program set down by the CPC, the CYL, the Trade Union, libraries, library industry organizations inside and outside China, and some interrelated organizations. Library policy is set down according to the stated procedure, and doesn't belong to law. The aim of library policy is to regulate, control and induct library system. Libra policy can be divided into a lot of types. Library policies of different types can come into being different structure. A rational structure of library policies should possess three conditions, namely systematization, classification control and strict combination order.
