论政府治理危机的类型、成因与对策

On Type, Mechanism and Countermeasures of Crisis of Governmental Governance

我国当前的政府治理危机主要体现在政府合法性的危机、市场失序的危机、社会失衡的危机、政府权威机制的危机等方面。政府治理危机的产生,其实质是法治机制不健全、市场竞争机制不完善、社会自治机制缺失、政府公共服务机制不完善的必然结果。解决政府治理危机的根本对策是:完善法治机制,建立政府责任机制与公民权利保护机制;加快转变政府职能,完善市场竞争机制;完善社会自治机制,培育和完善公民社会;完善公共管理机制,建立公共服务型政府与法治政府。

The crises of Chinese governmental governance include the crisis of governmental legitimacy, the crisis of market invalidation, the crisis of social unbalance and the crisis of governmental authoritative mechanism. The crisis of governmental governance is the result of the unsound law mechanism, the imperfect market competitive mechanism, the lack of social self-governing mechanism and the imperfect governmental public service mechanism. The countermeasures to resolve the crisis of governmental governance are to consummate law mechanism, establish civic right protective mechanism, transform governmental function, perfect the market competitor mechanism, consummate the social self-governing mechanism, cultivate nongovernmental constitution, consummate public management mechanism and establish government with public service oriented.
