区域生态经济规划若干问题研究

A TENTATIVE STUDY ON THE ISSUES CONCERNING PROGRAMMING REGIONAL ECOLOGICAL ECONOMY

区域生态经济规划的研究工作在我国始于 2 0世纪 80年代 ,起步较晚 ,仍处于初级阶段。本文从规划的主要对象、指导思想、理论依据、追求目标、所处阶段等方面比较了区域生态经济规划的差异 ,指出区域生态经济规划必须遵循整体性、区域性、市场经济、技术进步与创新、三效益并重统一、以人为本等基本原则 ,论述了区域生态经济规划的基本内容和编制程序 ,最后对编制好区域生态经济规划提出了三条建议 ,即 :①加强领导 ,组织强有力的规划队伍 ;②抓住关键问题 ,不要面面俱到 ;③因地制宜 。

The research on programming regional ecological economy, beginning in the 1980s in China, is still in the elementary phase, far from mature or perfect. This article attempts to approach a comparison of programming regional ecological economy and programming traditional regional economy, in the light of the basic principles, contents, theoretical basis, objectives and status quo, etc. , regarding the programming of regional ecological economy. It points out that to program the regional ecological economy, importance should be attached to such fundamental principles as integration, regional conditions, market economy, development and innovation in technology, humanity and three 'benefits'(economic benefits, social benefits and ecological benefits). The article holds that programming regional ecological economy involves the investigation and assessment of the status quo of the regional ecological economy, the objectives to attain to, the distribution and overall arrangement of the regional ecological economy, the programming of the major target construction domains or construction tasks concerned, investment assessment and benefit analysis of programming regional ecological economy and the relevant safeguard system. The investigation and assessment of the regional ecological economy involve investigations and assessments of locality conditions, geographical conditions, social & economic conditions, ecological environmental conditions and the status quo of ecological economy. The objective of programming is the target index that the social system, economic system and ecological system of the target region are supposed to attain to within the period of programming. As for the crucial construction domain, a specific program is to be worked out in the overall programming of regional ecological economy. Cost assessment or investment of the program include budget and the channel of capital needed. Whereas its drafting procedure comprises the strengthening or training of human resources, researches and investigations, assessments and evaluations, ascertaining the objectives, schemes of programming, benefit analysis, optimizing the schemes, etc., which are complementary and inter conditional. Finally, the article puts forward three suggestions on how to program regional ecological economy.
