本文认为,以土地出让制作为土地有偿使用的基本形式和结构倒置的房地产税费制度,使商品房价格大大高于其价值;城乡分割的户籍制度和发育不全的房地产金融制度使房地产有效需求严重不足。这些制度的缺陷是我国商品房长期大量闲置的主要原因。
That the price of commercial houses is much higher than their real value in China teday is due to the drawbacks of the current land - using system and the reversed structure of taxation system for housing and land, and moreover, the seperated urban and rural residence - registry rules and the underdeveloPed financial system for real estate leads to insufficient demand for housing.
