根据系统理论论述了目的不能代替目标的功能 ,所以体育课程必须确立课程目标 ;提出以“健康第一”为指导思想的体育课程的工作目标——— 1 2 1目标 ,运用健康理论 ,效率参考标准理论等 ,进一步阐明确立 1 2 1目标的可能性和实施的建设。

According to the theory of system,that the purpose can't take the place of the function of aim is dis cussed.The following conclusion is draw:PE must estabish the aim of course.This article puts forward the working aim of PE course with “health first”as guiding ideology——121 aim.Applying the theory of health,the theory of deference criterion to the Standard of effect,etc,the possiblity and the suggestion of implementation to establish 121 aim are expounded.
