开辟长株潭三角区高科技园的设想

ON SETTING UP A HIGHER SCIENCE AND TECHNOLOGY GARDEN IN CHANGSHA——ZHUZHOU-XIANGTAN TRIANGLE REGION, HUNAN

本文分析长株潭三角区的优越条件,认为将三角区开辟为高科技园对推动当地乃至湖南全省经济的发展具有重要意义。在此基础上,作者提出建设好该高科技园所应采取的关键措施。

The foundation of science and technology garden in Changsha-Zhuzhou- Xiangtan triangle region will help to bring the role of high and new technological industry of the three cities into full play, and strengthen the function of the three cities as a main growth pole in Hunan Province, which not only can aggregate advantages of extragreat city, but also can isolate three cities reasonably and avoid the disadvantages. The triangle region has wide space, good location and environmental conditions. The infrastructure in three cities has been much improved, and the socio-economy has reached a middle developed level. All in all, there essentially are conditions to go into high and new technological development term. The authors suggest that the development of the garden coincide with that of the high and new technological industry region in Changsha, urban construction in the three cities, and the mainstream of the Xiangjiang River. Capital, technology, and talented persons be attracted through various ways, and an efficient and authoritative administration organ be founded. An overall plan for the garden be worked out, The garden be developed step by step, and the stretches about 25 km^2 from Yijiawan to Heishipu be developed in the near stage.
