城市设计体制之探讨

Discussing the Organization System of Urban Design

当前多数城市在快速城市发展过程中越来越暴露出环境特色缺乏、空间环境整体协调不够、环境要素品质不高等方面的问题。建立包括城市设计技术体系、法律体系和实施管理机制在内的城市设计体制，以深化和完善城市规划体系，是从根本上提高城市环境质量的迫切需要和有效途径。本文就该体制中城市设计的范围和层次、城市设计的法律地位和审批程序、城市设计机构设置等问题进行了初步探讨。
