本文通过对规划控制和决策控制两种工作体制的辩折，指出有效的城市规划不仅来自于好的规划，而且来自于一个完善的控制体制。应理性地认识规划的效用，改变过去规划集“谋”与“断”于一身的体制，建立科学的决策控制体制以适应当前的变革。

The article refers that the effective city planning not onlybases on good planning but also on perfeCt control system by analyzing both of planning control and policy-marking control. Meanwhile, thearticle refers that it is necessary to consider rationally the effeCtivenessof city planning, to change the once planning system of including both'consultstionu and 'decision', and establish the scientific policy-makingsystem to suit the current change.
