摘要
把河道防洪工程建设与水沙综合利用结合起来 ,特别是将可能淤积在河口门的泥沙有计划地利用好 ,将会取得黄河口流路较长期稳定和三角洲经济持续发展的双重效果。分析了黄河入海水沙的变化、海岸的严重侵蚀和水资源匮乏的现状 ,论证了建设西河口水利枢纽可实现清水沟河口海岸动态平衡、灵活调度和利用进入河口地区水沙的科学性。
The river flood control works shall be constructed in combination with the comprehensive utilization of water and sand, and especially the sediment silted at the river mouth shall be used in a planned way, which will achieve both the long term stability of the Yellow River mouth flowing route and the sustainable development of the Yellow River delta economy. Based on the analysis of the change in the Yellow River water and sand discharged into the sea, the serious coastal erosion and the deficient water resource conditions, the necessity of constructing the Xihekou hydraulic engineering complex is demonstrated, and in this way the dynamic equilibrium of the Qingshuigou river mouth coast and the flexible management and utilixation of the water and sand coming into the river mouth area will be achieved.
