This paper analyzed the quantity control of pollutant,discharging right exchange and cleaner production,pointed out the relations among them.The promotion of quantity control of pollutant and discharging right exchange to cleaner production was discussed.Also,the contribution of cleaner production to realize the aim of quantity control was described.
