生态旅游是 2 1世纪的一种旅游时尚 ,是符合科学发展观的旅游开发新趋势。在我国 ,生态旅游开发方兴未艾。一方面 ,旅游的扶贫效应日益显现 ;另一方面 ,在一些地方也出现农民利益在一定程度上被忽略 ,由此造成了生态旅游发展与“三农”利益的不协调。本文依据“实现主体利益持续互动均衡”的原则 ,就关乎生态旅游成败和农民生计的土地补偿、利益分配、培训与就业、社区参与等问题 ,提出了建立“三农”

Ecotourism is a kind of tourism fashion in the 21st century and a new trend that conforms to the idea of scientific development.In China,ecotourism is now in the ascendant.On the one hand,the effect of tourism on suporting the poor is becoming increasingly obvious,but on the other,the benefits of the peasants in some areas are neglected to some extent,resulting in a series of incompatibility between the development of ecotourism and the benefits of the peasants.Based on the principles of realizing the sustainable interactive equilibrium for the benefits of the principal sector,the paper offers the assumption to build a guarantee mechanism for the benefits of the peasants concerning subsidies for the peasants,benefit allotment,training and employment,community involvement,which concerns success or failure of ecotourism and peasants' livelihood.
