从环境变迁视角探讨西部水利的几个重要问题

On some important water-conservancy problems in Western China from the view of historical geography

目的 探讨开发西部水资源的对策。方法 从环境变迁的角度考察西部水利的历史和现状。结果 西部水利与西部开发关系密切,制约西部水利发展的因素主要来自自然条件、社会环境和开发策略3个方面。结论 在西部大开发的过程中应特别重视水利建设,采取总结经验、吸取教训、整体规划、开源节流、涵养水源、优化环境的措施。

Aim The purpose is trying to supply some suggestions for the goverment′s scientific decisions of water resources development. Methods From the view of historical geography, a close relationship is explained between water conservancy and economic development in Western China based on the analysis of both the natural conditions and the humane condition of Western China. Results Results indicate that the relationship between water conservancy and econmic development in the west of China is very close,it points out that the major factors affecting the development of water-conservoncy are natural conditions,social conditions and developing strategies. Conclusion The greater attention should be paid to the construction for water conservancy in the west of China development and measures should be taken in summing up experience,drawing lessons,plannng as a whole,opening up and reducing new water sources,conserving water sources and improving environment.
