榆林市工业”三废”污染及其治理对策

Environmental Pollution by Industrial Waste and Its Treatment Countermeasures in Yulin City

以榆林市 1 989- 2 0 0 2年的统计资料为依据 ,分析得出近年来该市工业废水排放量减少 ,废水排放达标率较高 ;工业废气排放量呈上升趋势 ,工业废气处理率呈下降趋势 ;工业固体废物产生量增加 ,而综合利用率很低。工业废气和固体废物的污染是榆林市的主要环境问题 ,也是妨碍该市社会经济发展的突出问题。产生工业污染的主要原因是 :生产工业水平低 ,公众环保意识差 ,环保设施建设投入不够 ,环境管理执法力度不强。榆林市工业”三废”污染处理对策主要有 :加强”三废”处理设施建设 ,加大废气处理力度 ,利用清洁能源 ,加强废水处理和回收再利用 ,提高工业固体废物的综合利用率 ,加强环境管理 ,实施”污染者付费”的经济政策和管理方法 ,加强宣传教育 ,提高公众环保意识。

According to statistical data in Yulin city from 1989 to 2002,it is concluded that the industrial wastes pollution was the main environmental problem of Yulin in the past years.These all limit the stable development of Yulin city. The discharge of industrial waste water reduced ; the trend of industrial waste gas emission rises but the treatment rate declines; the discharge of industrial solid waste increases but the utilization rate is very low. These problems limit the development of the city. There are many reasons for these: the production technic level is low, environment consciousness isn't high; environment management relaxed, the investment of the environmental protection is deficient. This paper puts forward the countermeasures: strengthening the construction of waste treatment establishment; developing the cycling of industrial waste water, enhancing the utilization rate of solid waste, reinforcing environment management and implementing the institution of charge.
