“以德治国”重在“官德”建设

Construction of Official Virtue: Key of Ruling by Virtue

在我国社会主义现代化步入新的发展时期,提出了"依法治国"和"以德治国"紧密结合的基本方略。在我国,治国主体是人民,而各级领导干部是治国主体的"代理人",其道德素质如何,直接关系到社会主义事业的兴衰成败,关系到党的前途命运。当前,我国干部的道德状况尚不能满足"以德治国"的内在要求,直接影响了"以德治国"的有效实施,因此,以德治国重在"官德"建设。在进行"官德"建设时,首先要澄清认识,其次要自律和他律双管齐下。

The central leading party puts forward the strategy of ruling the country by law and virtue in the new era of Chinese modernization.In China,people are the subject to rule our state,but leaders at all levels are the agents of the subjects.So the level of official virtue is directly related to the socialist construction and the future of our party.At present,the level of official virtue can't meet the need of ruling by virtue,which has a bad effect on the realization of the strategy of ruling the country.So emphasis should be put on the construction of official virtue in ruling by virtue.It's necessary to clarify the understanding of official virtue on one hand,and on the other hand,people should rely on themselves as well as on others to discipline themselves in the construction of official virtue.
