当代中国系统工程的滥觞首推钱学森院士和华罗庚教授,中国系统工程在几十年的发展演进过程中,为国家建设和富强发挥了极其重要的作用,目前,系统工程在中国的发展方兴未艾,有待于不断挖掘、探索、开拓、创新。在回顾和总结西方系统运动的发展轨迹的基础上,指出把系统思想应用于工程和组织管理是西方系统运动的一个重要组成部分,同时,明确指出西方系统管理模型存在的不足,并着重从系统研究是一个复杂系统,系统研究允许多种模式存在,系统研究富于创新、充满活力,系统研究向开放的复杂系统发展等四个方面指出,西方系统工程的发展对中国系统工程发展的启示与思考。

The start to study Systems Engineering of Contemporary China first rests on Academician Qian Xuesen and Professor Hua Luogeng. In the course of evolution and development over several decades, systems engineering of China has played an extremely important role in the construction and prosperity of the state. At present, the development of systems engineering in China is in the ascendant and is expected to be continuously tapped, explored, exploited and innovated. Based on reviewing and summing up the development locus of the western systems movement, the paper points out that the application of the systems thinking to engineering and organization management is a vital constituent part of such a movement. The paper reveals clearly the inadequacy existing in the western systems management model. Then from 4 facets, i.e., systems study is a complex system, it should allow for the existence of multiple modes, it is rich in innovation and full of vitality, and it is developing to the open complex system, the paper discloses the enlightening and thinking of the development of the western systems engineering to the development of systems engineering of China.
