摘要
笔者围绕欠发达地区的经济发展问题,着眼于政府和市场的分工,通过对市场的基础性作用、市场运行的条件、市场失 灵和政府失灵的分析,为研究政府的职能提供一个系统的分析框架。
The paper is about economic development in poor rural areas with focus on the labor division between government and market. A systematic framework for analyzing the role of government is developed through scrutiny of the role of market, the condition of market and the failures from both market and government.
