我国农村土地使用权流转存在着不规范、规模不大、范围较小、与加速推进农业现代化的要求不相适应、中介组织下健 全、信息不畅等问题。我们应坚持尊重农民意愿、主要在农户之间流转、稳定家庭承包经营为基础以及公平和效率兼顾等原则, 采取相应对策,积极推动和规范农村土地使用权流转。

The transmit of land right in China's rural area is small in scale and extension. The imperfect information and transaction medium also worsen such situation. In order to promote the transmit of land right, we should obey the rules of mutual -benefit and free will, giving attentions to both fairness and efficiency, and making most of the transmit among peasants. And only under such guidance, will the basic operation order in rural China be remained.
