国有银行商业化改革的实质性推进与组织绩效改善

Real Practice of Commercialization Reform and Performance Improvement of the State-owned Banks

国有银行商业化改革的实质性推进 ,凸现了微观组织绩效的增进效应 ,这一点可从国有银行效率指标 1994～ 1998年期间和 1999～ 2 0 0 2年期间的差异分析中得以求证。该效果表明 ,国有银行效率增进与竞争力提升目标 ,至少可以部分地通过硬化预算约束和利润约束来解决。商业化改革实质性推进的绩效改善效果 ,在政府主导的中国国有金融制度中依然具有较大操作空间 ,且具有可重复性。

Real practice of commercialization reform of the state-owned banks protrudes its efficiency of the microcosmic performance improvement, which has been confirmed by the difference analysis on the performance of the state-owned banks during the periods of 1994～1998 to 1999～2002. This indicates that the reform target of the performance enhancement will be partly achieved through the hard profit restriction. In the Governmental dominant banking institution of the State-owned banks, it still remains the huge space to accommodate the performance improvement from the real practice of the commercialization reform, and we believe that this kind of effect will be provided with the nature of reappearance.
