农村公共产品提供的“一事一议”制度

On “One Case One Meeting” of the Supply of Rural Public Goods

农村公共产品对于农民、农村、农业具有重要作用 ,但我国农村公共产品的提供远不能满足需要。国家的提供意愿不足 ,集体的提供能力不足使得绝大多数地区农村公共产品只能靠农民自己以“一事一议”方式提供。然而 ,“一事一议”制度存在着交易成本高等缺陷 ,但在国家、集体提供农村公共产品的意愿和能力未有实质性转变之前 ,“一事一议”制度尚不能废除 ,而应加以完善。

The rural public goods are important to the peasants, villages and the agriculture, but the supply is far below the demand. The rural public goods in most villages can only be supplied by the peasant through “one case one meeting' because of the insufficient will of the nation and the lack of the collective ability. However, “one case one meeting' has such problems as high transaction cost. But, the system of “one case one meeting' cannot be abolished but should be perfected before the will and ability of the nation does not change actually.
