摘要
股份全流通包括恢复流通权与实际上市流通两个层次。解决股份全流通问题需要证券监管部门制定具有可操作性的全流通基本规则,明确规定非流通股上市流通,必须对流通股股东的损失进行合理补偿,并提出了对流通股股东进行合理补偿的构想。
Inclusive circulation of shares includes recovery of circulating right and listing circulation. To realize inclusive circulation of shares, the security supervisory institution should promulgate related rules to compensate shareholders of circulating shares. The paper puts forward suggests on the compensation.
