The Interest Conflicts Revealed in the Resettlement of the Inhabitants for Urban Construction and the Possible Adjustments

人们对水库、大坝移民给予了极大的关注,而城市建设拆迁引起的移民一直被忽视。城市建设,引起大量房屋拆迁,不可避免地引发拆迁冲突。运用利益冲突原理,换位在移民的角度,对城市建设拆迁中的利益相关者进行识别和分析,在政府角色定位、市场契约机制、法律选择、项目社会评价制度等方面或许能有新的思路,提出相应的调整机制:

While great concerns are given to the migrants from the building of reservoirs and dams, little attention is given to the resettlement of the migrants from urban construction. Urban construction will result in many houses torn down and unavoidable conflicts for resettlement. Using the principle of the interest conflicts and standing in the shoes of the migrants, we can identify and analyze the interest-related groups involved in the urban construction. Thus, we may have some new ideas on the government's role, the mechanism of the market contract, the legal choices and the social evaluating system for the urban construction projects and bring up some possible adjustments.
