“Three Rural Thoughts”of Deng Xiaoping and Increasing Incomes of Peasants and Herdsmen in the Qing-Zang Highland

青藏高原少数民族地区由于历史、地理、气候等条件制约 ,要解决“三农问题”必须以“邓小平理论”为指导 ,牢固树立农牧业是国民经济基础的思想 ,保护耕地 ,保护生态。同时 ,国家要对该地区给予特殊优惠的政策支持 ,帮助这一地区农牧业发展、农牧业增效 ,农牧民增收。

In view of the historical,geographical and climate restriction,to solve'three rural problems'in the ethnic areas of Qing-Zang highland must take the theories of Deng Xiaoping as the guidance,firmly erect the train of thought that the agriculture and animal husbandry are the foundation of national economy and protect the cultivated land and ecology.At the same time,the country should formulate favourable policies to help the ethnic areas of Qing-Zang highland with developing the agriculture and animal husbandry and increasing incomes of peasants and herdsmen.
