摘要
随着《中华人民共和国行政诉讼法》的实施,作为行政机关的各级土地管理部门必然要参加行政诉讼法活动,从而,同一切行政机关一样普遍存在着由“官治民”到“民告官”的思想转变问题。除此以外土地管理部门又具有当被告会超过其它行政机关的特殊性,为此,各级土地管理部门应尽快地掌握行政诉讼法的基本原则,弄清土地管理部门在行政诉讼活动中的权利和义务,适应《行政诉讼法》的实施。
Along with the performance of 'Administrative Procedural Law of The People's Republic Of China', land managerial departments at all levels must master the basic principles of administrative procedural law and make clear their right and duty in administrative procedural activities as early as possible.
