During the 20 th century,governing policies by the Two Parties in the United States were shifted twice.They were New Deal by Roosevelt in the thirties and neo\|conservative reform by Reagan in the eighties. Entering the nineties neither liberalism nor neo\|conservatism was successful. After taking the power, Clinton pursued the neo\|demacrats′ middle road for meeting the new environment, relocating the governing policies for the ruling class, and achieved a great deal in the social\|economic sphere.
