苏州工业园区公共管理体制创新的经验与启示

The Experience and Enlightenment from the Innovation of the Public Administration System in Suzhou Industrial Park

苏州工业园区通过借鉴新加坡公共管理经验 ,并结合自身实际 ,探索出了一条公共管理体制创新和经济社会发展良性互动的新路子。本文总结了园区在政府管理理念、组织结构、公共服务供给方式、政府激励机制等公共管理体制方面创新的经验 ,并结合我国政府管理体制改革的现状 ,提出将园区的创新实践和探索作为政府管理创新的一种参照模式 ,变单纯的以精简机构。

By drawing on the experience of the public administration of Singapore and according to its own reality, the Suzhou Industrial Park has explored a beneficially interactive new way to innovate the public administration system and develop the economy and society. This thesis summarizes the experience of innovation of some public administration systems such as the concept of the government administration, the organizational structure, the ways of public service, the mechanism of reward and inspiration made by government; and based on the status quos of the reform of government administration system, it recommends to take the innovation practice and exploration as a reference mode of renewing the government administration, and shift the reform which only aims to streamline organizations and cut personnels to the one which carries out a systematic reform of public administration.
