我国城市规划中的公众参与

Public Participation in Urban Planning in China

城市规划是必须以公众利益为出发点的政府行为 ,公众参与是城市规划中不可缺少的内容。但就目前而言 ,我国公众参与城市规划仍存在着诸多的不足 ,表现为普遍性不足、制度缺失、效果欠佳等方面。要实现真正意义上的公共参与 ,就必须增强公众参与规划意识、健全公众参与规划制度、设立公众参与规划的机构。

Urban planning is government behavior, which must be on the basis of public benefits, public participation is inevitable content. In general, however, there are many shortcomings in public participation in urban planning, which are the insufficiency of universality, the scarcity of system, the inefficiency of outcome. To insure that the public participate city management and realize the virtual participation, we must strengthen the participation idea, promote the system and promote the community participation.
