Material culture or spiritual culture, whatever it is, can keep its vitality only in continually moving, exchanging and disseminating. As an important medium for the spread of culture, the appearance and development of the library are closely related to cultural changes. The digital, information and network service model brought about to the library will promote the merge and inter-penetration of cultures of the world, the human culture can be enjoyed together and social progresses accelerated.
