国土资源部副部长李元代表部党组对2005年国土资源工作做出部署 全面贯彻科学发展观开创国土资源工作新局面

Implementing the Scientific Concept of Development to Create A New Situation in All Fields of Land and Resources Work

在2004年底召开的全国国土资源厅局长会议上，国土资源部副部长李元受孙文盛部长委托，代表部党组对2005年度全国国土资源工作做了部署。李元副部长指出，2005年是全面贯彻科学发展观，继续积极参与宏观调控的一年；是以改革为动力全面完成“十五”各项任务、谋划“十一五”的重要一年；也是落实国务院《关于深化改革严格土地管理的决定》(以下简称《决定》、巩固治理整顿成果的关键一年。

In 2005,the general line of land and resources work is to take Deng Xiaoping's Theory andthe important thought of Three Represents' as its guiding ideology,to implement the scientificconcept of development in an all-round way,to adhere to the basic national policy of resourcesprotection,to strictly carry out the important plans by the Party Central of Committee and theState Council,to further transform conception,function and working-style,to deepen reform,tostrictly manage,to improve the system of organization,to improve the quality of the labor force,to actively participate in the macro control,to advance the intensive use,to safeguard the lawfulrights and interests of the public,to strengthen the social public service,and to makecontribution to realize an all-round,coordinate and sustainable development of economy andsociety.The five new purposes of land and resources work is to take a new step forward in landmanagement,especially in cultivated land protection and intensive use of land,to create a newsituation of mineral resources management,to make a new progress in investigation andvaluation of land and resources,to make a new effects in safeguarding the lawful rights andinterests of the public and the stable of the society,to achieve a new height in managementcapability of land and resources.
