河南省新型农村合作医疗试点县卫生资源状况分析

Analysis on the Situation of Health Resources in Experimental Counties of the New Rural Cooperative Medical system of Henan Province.

目的 掌握河南省新型农村合作医疗试点县卫生资源的数量、结构、分布和使用效率,以及试点县卫生资 源配置中存在的问题,为搞好卫生资源配置,给农民提供优质、足量、高效、适宜的卫生服务,保证新型农村合作医疗试点 的成功提供科学依据和政策建议。方法 通过报表收集资料。对资料进行描述性分析和对比分析;结果 试点县农民 年人均卫生事业费为3.74元,千人口拥有床位0.70张,卫生技术人员0.93人,医生0.40人,千人口拥有乡村医生0.52 人,医、护比为1:0.57,床、医比为1:0.57,床、护比为1:0.32。县级病床使用率50%左右,乡级30%左右。结论 试点 县卫生投入不足,资源缺乏,结构不合理,使用效率低。

In order to realize the health resource's quantity, structure, distribution and utilization efficiency, and main problems of health resources allocation in experimental counties of the new rural cooperative medical system of Henan province and to provide policy suggestion for good allocation of the health resources, providing high quality, sufficient, high efficiency, feasible health service for farmers and ensuring the experiment working successfully, the paper collected data with reported forms. Descriptive analysis method and contrast analysis method were used. The results shows that average funds allocated to health aspect per person was RMB 3.74, there were 0.70 hospital beds, 0.93 health staff and 0.40 doctors per thousand people. The numbers of village doctors per thousand people were 0.52. The ratios of doctors to nurses were 1:0.57, beds to nurses were 1:0.57, and beds to nurses were 1:0.32. The rate of hospitals' beds utilization in county level was about 50% and in township level was about 30%. Therefore, the paper put forward many problems existing in the experimental counties such as the health investment were deficiency, health resources was absence, structure was unsuitable and utilization rate was low.
