摘要
弹性就业已经成为我国城镇广泛存在的就业形式,其对于解决下岗职工就业,缓解就业压力,促进社会稳定,都发挥着重要作用。但是,目前弹性就业在发展中还存在不少困难和问题,主要表现为组织管理体系不健全、政策运行不顺畅等。因此,需要构建和完善促进弹性就业的社会运行机制,以保障弹性就业的正常发展。良性的社会运行机制包括有力的组织保证机制、科学有效的管理机制、完善的法制保障机制以及多元的社会投入机制。
Flexible employment has become popular in the cities in China. It plays a very important role in the reemployment of laid-off workers, reducing employment pressure and enhancing social stabilization. However, there are still a lot of difficulties and problems in the devlopment of flexible employment, which mainly include the imperfectness of an effective system of organization and management and the inherence of implementing relevant policies. Accordingly a mechanism of social security must be founded and perfected to promote healthy development of flexible employment. A good mechanism of social security should include a power organization, effective administration, perfect legal system and pluralistic investment.
