明前期北方灾荒与农业开发

The Famine in North China and Agricultural Exploitation during Early Ming dynasty

政府不作为、农民贫困及生态恶化等诸多问题与明前期北方农业开发恶性互动,明代北方地区旋即陷入"开发→贫困→灾荒→开发"之区域贫困化怪圈。时人反思,农业开发应以富民为要,且以增加政府投入、加强管理及重视农业生产技术推广为良方;而强化社会保障功能,改善开发区人民生产生活观念与方式,实施各区域经济均衡发展战略是明代北方农业开发的历史昭示。

The government's misconduct,peasant's poverty as well as ecological deterioration made the vicious circle between the famine in Northern China and agricultural exploitation during early Ming Dynasty. Northern area in Ming dynasty sank into the odd circle of poverty immediately, which is 'exploitation→ poverty→ famine→ exploitation'.People at that time believed making the people wealthy is important to agriculture exploitation, and regarded increasing government support, enhancing administration, paying attention to popularizing technologies to agriculture production as good measures. This study think: strengthening society guarantee function, improving exploitation , carrying out the strategy of respective area economic balance is historical implication.
