This paper conducts a sample survey on whether it is necessary to have department-owned reference rooms or to have them merged into university libraries, through careful data comparison and analysis, comes to the conclusion that it is of great necessity and importance to have department-owned reference rooms, gives the ways of quickening the reforming pace of department-owned reference room so as to recline the sharing of information resources by all university students and teachers.
