目前国际社会尚未形成公认的国际恐怖主义定义,对于其界定往往以各自国家和民族利益为基准,众说纷纭。尽管在诸多领域还存在原则性分歧,但国际社会在某些方面已达成一定共识。目前流行的国际恐怖主义定义源于国际主流社会的认识,其恰当界定有赖于国际社会的进一步磋商和探讨。

At present, the definition of international terrorism accepted by international community doesn't exist. This article compares the existing domestic and foreign definitions, analyzes their differences and concludes that the appropriate definition of terrorism depends on the consensus of international community.
