大众化时期高校质量保障体系构建的思考

On the Construction of an Education Quality Ensuring System in Colleges and Universities in the Period of Higher Education Popularization

高等教育进入大众化阶段,构筑高校质量保障体系十分必要。在大众化阶段中国大学不仅规模扩大、在校生增加,恰遇世界高等教育国际化、信息化、法制化,因而把握"四化"特点是构建质量体系的基础。立于该基础,高校应着重处理好四个方面的关系:即自主与共同治理的关系、质量的一致性与质量管理机制创新的关系、体系的有效性与质量形成的过程性的关系,以及体系的统一性与学科的多样性间的关系。唯有理顺关系,才能形成构建体系的具体策略。

With the popularization of higher education, it is necessary to build up an education quality ensuring system in colleges and universities. During this popularization period, the colleges and universities in China not only expand their scales, but also increase the enrollment of students. Therefore, the key to constructing the system is to follow the trend of the globalization, informationalization and legalization of the world higher education. Based on this and to guarantee the making of the strategies for constructing this system, higher education institutions should focus on the coordination of the following four pairs of relationships: self-administration vs co-management , the accordance of quality vs the creativity of the quality management system, the system effectiveness vs the procedure of the quality formation, and the integration of the system vs the diversity of the disciplines.
