政治文化作为对政治关系的心理和精神上的反映,影响着公共政策执行系统的稳定性、执行模式的选择和政策执行的效果等。目前,人们心中存在着的官本位思想、等级意识、臣民心理、拜金思想等严重阻碍着我国公共政策的有效执行。这就要求通过理念创新、职能转变、政治社会化和制度变迁等途径加强公共政策执行中的政治文化创新,确保公共政策的有效执行和公共政策目标的最终实现。

As the reflection of political relationships both in psychology and thinking, political culture influences the stability, forms and effect of carrying-out of public policies. At present, such ideas as aiming at being government official, distinction of classes, ruling people and worship of money seriously block the effective carrying-out of public policies. Therefore, to ensure the effective carrying-out of public policies and realizing the aims of public policies, there is a demand for strenthening the innovation of political culture in the carrying-out of public policies by innovating the ideas, transforming the functions, socializing the politics and reforming the policies.
