建国初期河北省遭受严重水灾,灾害给人民的生产生活带来了严重影响。灾害发生后,河北省委、省政府制定了正确的救灾方针,领导灾区人民采取多种方式进行救灾,对灾民进行必要的赈济是其中重要的一种救灾方式。

In 1949, Hebei province was flood-stricken, which caused great difficulty in people's livelihood and production. In order to reduce the loss, Hebei province made correct policy and took effective measures. Relieving the disaster-stricken people was one of the measures.
