论我国政策性农业保险体系的构建

A Study on Constructing Agricultural Policies Insurance System in China

我国农业保险开办21年来,走过了一段艰难的历程,取得了巨大的成就。但是近年来农业保险陷入了停滞不前、日渐萎缩的局面。广大农民迫切需要农业保险而各商业保险公司却不愿涉足该领域。究其原因,很大程度上是因为我国尚未建立相关的政策措施对涉及加强农业基础地位的政策性保险业务予以大力扶持。而在国际上发展政策性农业保险早已成为WTO框架下世界农业政策的重要走向之一。在加入WTO的新形势下,必须尽快建立符合我国国情的政策性农业保险体系,确保我国农业的健康发展和农民收入的稳步提高。

Chinese agriculture insurance has gone through a difficult process and made great achievement in the last 21 years since it was established. And it involved in difficulty in recent years. The main reason is that our country has not established relevant policies and measures to support the policy insurance. Developing agriculture policy insurance is one of the important trends of the agriculture policy in the world under WTO. Under the new situation,it is urgent to set up agriculture policy insurance system according to our country.
