摘要
高校科技竞争力包括保持能力的竞争力资产和提高能力的竞争力过程。与科研机构相比,前者较强而后者较弱。在分层分类管理的总体构思下,提出了提升高校科技竞争力的系统化思路,涉及科研条件的利用与共享、经费和课题规模提升,以及科研产出质量提升等方面。最后将其归结为教育部管理体制创新和高校内部机制创新与组织创新两方面的措施。
The S&T Competitiveness of Universities (STCU) includes competitive assets,which is the capability to sustain competitiveness,and competitive process,which is the capability to develop competitiveness. The STCU in China is high in competitive assets but low in competitive process. So it provides a sort of management mode for S&T research in Chinese universities to take full advantage of competitive assets. Then,it presents three series of pathway to overcome three disadvantages in competitive process respectively,including sharing research conditions raising project size,and upgrading the output quality etc. Finaly,it summarizes these pathways into two aspects,including management institution innovation in Education Department and mechanism and organization innovation in universities.
