在新的历史条件下 ,中国社会保障制度面临人口老龄化、乡村城镇化、就业多样化和经济发展国际化的挑战。应当进一步明确社会保障制度改革的目标和指导思想 ,探索建立城乡统筹的、多层次的、以个人为单元的。

In a new history period,the challenge faced by social security of China is aging of population,urbanization,multifarious employment,internationalization.Guidelines and object of social security reform should be defined ulteriorly.We should research and establish new social security system,which will plan city and village as a whole,be designed according to multilevels,regard individual as a unit,keep low cost,high efficiency and continuable developonent.
