改革开放 2 0多年来 ,我国公民的权利与权力意识以及公权者的责任意识都发生了巨大变化 ,依法治权的呼声日高 ,权力观念日益淡化 ,责任意识也在萎缩。这些因素中有可喜的一面 ,也有可忧的一面。不管怎样 ,它们都为我们今后法治之路如何走向提供了可供参考的材料 。

Great change such as more requirement on rights ruled by law, less on the right and duties idea has taken place in the idea of the chinese citizens on rights and duties resulted from the reform.Even good and bad side exist in the change together, still guide the way to rule by law,which is a focus in legal system construction we'll face in the future.
