降低基本建设的工程造价,提高经济效益,以新的工厂模式跻身于国际竞争行列是目前工厂设计模式改革的当务之急。福建炼油厂的设计首先从总体规划抓起,从总平面布置做起,瞄准世界先进水平,实现了布置按功能分区、装置密集组合集中布置、建构筑物合并布置、全厂地上地下管线统一规划、进厂电缆及水、汽、风管线上管架重叠布置以减少炼厂中通道占地面积等措施,使厂区占地与以前习惯做法相比节约30%。全厂管线延长米节约20%,通道占地由习惯做法的41.6%减至32%。并且实现了8套装置采用新型的以微处理机为基础的集中分散型控制系统,对500个控制回路和2000个检测点在一个控制室进行DCS控制,实现了国内炼油厂一流的控制系统。
To build a modern plant of innovated mode as to reduce its investment, to raise its economic benefit, and to facilitate operation and management, innovating the de- sign philosophy is of prime importance. Basing upon the analysis and investigation of the existing domestic refineries, a series of innovating measures have been put into practice in the newly built Fujian Refinery, namely: new critiria of overall planing, realisitic compact layout, centralized operating control, etc. The results have indicated that the benefits are obvious. Comparing with the traditional designs the plant site was cut by 30%, the total length of pipes by 20% and operating personnel by 50%. The ratio of investment of process- ing units to that of utilities and auxiliaries was changed from 4:6 to 6:4, greatly reduced the total investment. In addition, owing to the sequence of design procedures being changed to keep in pace with the construction, e. g. the drawings of underground work were released prior to those of aboveground work, the total earthwork was completed 9 months ahead of the scheduled time.
