以人为本是时代发展的要求,也是我国农村政策改革的着眼点。当前我国农村政策中还存在着制定与执行不利的问题,需要从调动农民参与政策制定的积极性、发挥农村政策的作用等方面思考,更多地从以人为本的角度关心农村政策问题,特别是农民问题。从这个意义上说,以人为本是我们作好农村各项工作的基本政策尺度。
