摘要
C2 组织的有效测度与设计方法,结合 A2C2 系列实验结论与组织描述方法提出。经分析使命环境,建立C2 组织实体模型,定量描述组织资源,确定组织设计的约束参数,设计执行组织使命目标的行动过程,及与环境相适应、与行动过程匹配的组织结构。通过分层建立各层测度参数和层间影响关系,确定执行使命的任务计划、资源调度和指挥控制关系,以获取最佳的组织运作效能。
The method of efficient measuring and designing of C2 organization was presented on conclusions from series of A2C2 experiments and methodologies of traditional organizations description. Through analyzing mission environment, entity model of C2 organization was set up, organizational resource was described quantitatively, constraint parameter of organization designing was confirmed. C2 organizations were constructed that included course of actions to execute organizational missions and organizational structures matching environment and course of actions. Measuring parameters and relationship among layers is established with delaminating C2 organizations and mission planning, C2 relations of resource assigning and command control are set up to gain best efficient of organizational operations.
