Establishing the Relationship between Government and Holding Company with Trust Institution

2003年国资委成立,我国国有企业进入深层次改革阶段。深层产权问题开始被广泛讨论,一些发达地区开始尝试全新的国企改革模式。英、法、意等发达国家国有控股公司的运营方式,对我国国有企业的改革具有借鉴意义,并提出用信托制度架构我国政府与国有控股公司之间关系的构想。

The establishment of state-owned Assets Administration Commission in 2003 marked the beginning of the deep reform of China's state-owned enterprises. From then on, the issue of ownership has been discussed extensively and the new mode of state-owned enterprise reform has been attempted in some developed areas. In this paper, the authors believe that we may draw a salutary lesson from the operating mechanism of state-owned holding companies in the developed countries such as England, France and Italy. They also put forward the blueprint that we are to establish the relationship between government and state-owned holding company with trust institution.
